Citizen participation: Progress and pending challenges

  • Abstract

    Participation is essential in a democracy budget. In fact, in Peru there is some progress such as the Constitutional Reform which allows voting members of the Armed Forces and National Police or the increasing number of women in Congress. However, there are limitations for people deprived of their liberty processed to vote, and it is missing a legislative development for consulting indigenous towns required by Convention No. 169. Moreover, the unicameral system and the small number of congresspeople (120), bears no reasonable relation to the population. Therefore, there must be a reform to ensure adequate representation. Thus, continued on agenda the need to ensure the full exercise of the right of participation in our country.
