La reforma del sistema binominal desde una perspectiva comparativa

Abstract

The binominal system, despite its benefits, continues to be questioned, so it is worth reforming. From a comparative perspective, the current system is sometimes the most likely solution among the alternatives being debated. Theoretically, this is established by comparing the effects of the current electoral system in Chile with evaluation criteria expressed uniformly and universally in electoral reform processes. The weaknesses of the binominal system are found in the function of representation. When correcting them, the effectiveness with respect to other functions must be preserved, and it must be defended against critiques centered in phenomena such as favoritism. Regarding design, it has been suggested that the focusb first be placed on the goals of reform: forming a consensus; only then can the technical elements of its implementation be discussed.
