La observación electoral con voto electrónico

Abstract

This paper aims to make a contribution to the creation of a protocol of electoral observation forelectronic vote experiences. It will be interesting not only for the citizen (who might act as an authority of the polling place) and the civil organizations (enhancing their observation processes in order to act in an informed and critical way). Political actors will also be able to strengthen the electoral controls and favor the citizens’ confidence in the electoral processes and the legitimacy of their results.

This paper is organized in three sections: i) Description of the electronic vote process and summary of the reasons that led to its adoption for the first time; ii) Definition of a protocol of electoral observation for experiences with electronic vote; and iii) Proposal of some necessary requirements for its implementation.
