Las instituciones electorales en un contexto de transición tecnológica: hacia el voto electrónico en Costa Rica

Abstract

The article turns on the transition process towards the e-voting that Costa Rica undergoes. It analyzes the norm that the Tribunal Supremo de Elecciones (Costa Rican Supreme Elections Court) qualifies to implement it, the technological evolution of the electoral process, the criteria of success to obtain it, the situation that is tried to improve, the experience of a pilot plan in 2002 and the future expectations for the automatization of the vote in 2010. It concludes that it agrees to take that step and that the necessary conditions to do it exists: technological availability, sufficient democratic maturity, reliable mechanism of certification, highly reliable register and citizen perception very positive respect this projected technological jump. All this feels solid bases to augur a successful result of the effort by the automatization of the suffrage.
