    The National Electoral Institute (INE), formerly the National Federal Institute, from Mexico has had for more than thirty years the legal mandate to perform civic education activities. This article studies in a detailed manner the impact of electoral reform on this area. I conclude that legal changes have brought opportunity areas for INE, but for the most part, advances are a consequence of the experience during the implementation phase of these programs. Institutional learning has made possible improvements in the conceptual framework, design, and implementation of civic education programs. However, the progress achieved by INE requires additional efforts to deal with the challenges faced by modern democracies.
