    • Abstract

    This article presents a new methodology: the Democratic Elections Index, designed to evaluate the extent to which an electoral process is free and fair. This tool consists of 30 specific indicators that measure electoral integrity on a scale of 0 to 100 points. Unlike other existing measures, these indicators (a) are based on international human rights standards and conventions ratified by most countries and are therefore mandatory; and (b) go beyond the strictly electoral sphere by considering the conditions that guarantee free and equal voting. This innovative methodology, together with the indicators and the aggregate index, allows for the identification of genuine democratic elections from authoritarian simulations. Furthermore, it has a legal basis, and is defensible before courts and tribunals.
