Abstract

The deconcentration of central government functions has been one of the main reforms implemented in Latin America at the beginning of this century. With the encouragement of global entities such as the International Monetary Fund and the World Bank, the region's countries began to delegate powers to subnational entities through political and electoral reforms. Due to the heterogeneity of the governments that implemented these measures in their structure, political regime and legal system, these reforms pursued different objectives. Thus, these efforts to decentralize have produced diverse consequences to varying levels beyond the political and electoral.
