Gobernabilidad local y revocatorias de autoridades municipales en el Perú, 1997-2009

Abstract

The article describes the way in which Popular Consultations of Revocation have been conducted in Peru since the author believes that the mechanism of social control directs the local conflicts of governance. From the exploration of two basic hypotheses: that there is a problem of mismanagement affecting governance and that citizens lose confidence in their authorities, the author examines the functioning of the electoral system and the local political system in order to understand the relationship between social conflicts that arise at a local level and control and consultation processes that are encouraged by citizens.
