¿Por qué Perú? Análisis de la revocatoria del mandato en perspectiva comparada

Abstract

This article proposes and discusses four hypotheses that could explain why Peru has become the most intensive user of recall referendums at the local level in the world. These hypotheses are relate to: (a) the political culture, including perceptions, attitudes and habits in the way the public assesses the performance of its government, (b) the institutional design or the influence of the greater or less easy to activate the mechanism, (c) the unanticipated incentives conditioned or created by a particular institutional design, which in certain contexts could encourage political organizations to promote these processes, and (d) the institutional guarantees offered to initiate and achieve a recall referendum. These hypotheses were analyzed by comparing the Andean countries.
