Abstract

The recall is a participatory mechanism that allows citizens to retain control over elected leaders during his tenure. It enables a number of voters dissatisfied with a representative to claim special election in which they could remove him. It was built from the late 80s along with other direct institutes to counter the crisis of representative regimes introducing popular participation in the public policy process. Certain Latin American constitutions adopted it for the national level. The provincial and local regulations were even more prolific. Analyze how it was adopted and implemented will show its potential and limitations as safety valves against crisis of legitimacy of elected officials, safeguarding the stability of democracy especially in the rigid presidential systems.
