Preferential voting in Peru

  • Abstract

    This article presents a reflection on the effects of the preferential vote in the framework of the current debate to eliminate it in Peru and shows the tension between the political parties and their representatives in congress in the current debate. Further, it uses empirical evidence to document facts to support the elimination of the preferential vote including increase in female participation, members switching parties, and lack party discipline. It concludes by emphasizing that if preferential vote is eliminated then it contributes to a wide-ranging reforms including strengthening of democratic institutions, political parties, and the congress.
