El debate entre parlamentarismo y presidencialismo en los sistemas constitucionales latinoamericanos: estado de la cuestión

Abstract

During the eighties and nineties of the twentieth century there was an intense debate between defenders of presidentialism and parliamentarism in the context of Latin American constitutionalism. Some of the conclusions of this discussion were incorporated in the constitutional reforms and in the new constitutions that were adopted during the last decade of the twentieth century and early of the twenty first century. However, the debate has recently taken a different dimension with the overcome of the presidential and parliamentary defense and avoiding categorical proposals. Despite the attempts to create hybrid systems, the new Latin American Constitutions did not innovate particularly in this area, so there is much to build on the organization of public power.
