La reforma electoral 2015 en el Perú: un balance de la experiencia

Abstract

This article reflects on the advances achieved under the frame of the electoral reform promoted by the organizations of the peruvian electoral system along the year 2015. This reform initiative involved a number of organisms and personalities from the academic sector, the media and politicians, who alongside the JNE, ONPE and Reniec arranged a compromise to showcase the need of changing part of the political-electoral rules in the country; with the objective of confronting the current political representation crisis. Today, there are some changes in the norm that regulates the Citizen Participation and Control Rights (Law N.° 26300), some advances in the party financing regulation (Law N.° 28094) and other modifications originating from Congress of the Republic. Nevertheless, the main topics of the electoral reform, in party financing and internal party democracy have not been accomplished and are still pendant for upcoming legislatures. This partial advance shows the difficulties of implementing an electoral reform during a political representation crisis, but also reflects the crucial necessity of these changes.
