¿Legitimidad versus eficacia? Autoridades y gobiernos locales en escenarios de conflictividad minera en Arequipa y Cajamarca

Abstract

The present exploratory work, based on two antagonistic cases (Deán Valdivia and Celendín), argues that the type of pre-existing links between the mobilized networks and the municipal authorities, establishes in time a logic of incentives and sanctions that determines stability or variability of the positions of mayors (pro-mining or anti-mining) during the development of extractive conflicts. In turn, the positions that the authorities present in the conflict have a different impact on their legitimacy and the effectiveness of their municipal efforts. While the pro-mining authority of Celendín improved the effectiveness of their management with the conflict and wasted their legitimacy as a politician (more efficiency with less legitimacy); Deán Valdivia’s anti-mining authority increased their citizen recognition, but at the cost of their ability to provide public services to citizens (more legitimacy with less efficiency).
