Electoral reform in times of pandemic: the Peruvian case

  • Abstract

    The constitutional dissolution of Congress and the COVID-19 pandemic caused a delay in the continuity of the political and electoral reform process. A new Parliament with a considerable number of parliamentary groups and installed in the framework of a state of health emergency presented a bleak picture. However, it was possible to design a regulatory framework applicable to the 2021 General Elections and some progress was made in electoral reform. The article aims to give an account and reflect on the regulations that were approved by the new Congress with the intention of carrying out a national electoral process in the midst of a pandemic.
