  • Abstract

    This article recounts the two hundred years celebration of the first popular election of constitutional cabildos in Lima and Cusco. Both events transformed the political positioning of vecinos and citizens of that time and settled Hispanic liberalism in Peru. I study the birth, evolution and crisis of these early representative local government experiments. I propose that early in Peru there was a close relationship between the transformation of political culture and the holding of elections.
