The electoral reform through the judicial review in El Salvador

  • Abstract

    The article explains how the democratic deficiencies of the political system and failures in the electoral system in the previous decades to the Civil War created the conditions for the armed conflict which lasted for more than a decade. It also refers to the constitutional reforms arising from the process of negotiation that put an end to the war and created new institutions and the Electoral Code. Finally, it describes the recent electoral reforms related to the casting of votes through open lists and nonpartisan candidatures. This limited the absolute power of the political parties’ leadership and restored the voters the ability to choose their representatives.
